PROPOSAL FOR SANCTIONING OUTRIGGER CANOE EVENTS

 

GKCF objectives include 1) supporting and developing the sport in preparation for Federation Flag Events and 2) supporting the activities and growth of GKCF-member clubs.  This proposal addresses both objectives.  Outrigger Canoe Events strictly for juniors are included in a table (Attachment 1) to illustrate how a junior’s schedule can work parallel to an ‘open’ schedule.  However, junior paddlers anticipating to tryout for Team Guam should participate in this plan.

                       

I.                    The 10-year schedule for Federation Flag Events is as follows: 

2002 - Micronesian Games (Pohnpei; 7/21-8/1)

2003 - South Pacific Games (Fiji; 6/23-7/12)

2005 - Mini South Pacific Games

2006  - Micronesian Games (July?)

2007 - South Pacific Games (July?)

2009 - Mini South Pacific Games

2010 - Micronesian Games (July?)

2011 - South Pacific Games (July?)


In preparation for these Federation Flag Events, GKCF can support and develop Outrigger Canoeing and paddlers in three ways:

  1. Sanctioning member club’s annual events:

Four (4) GKCF qualifying events[1] will be held in the form of annual “GKCF Guam Championship Events” during one (1) year before a scheduled Federation Flag Event.  These four annual events are:

These four events can be held according to the standard annual paddling season.  (See GKCF Annual Event Calendar, Attachment 1).  In addition to these, an annual Slalom Championship will be sanctioned but may not be used as a qualifying event (see item #2 directly below).  Slalom Rules 1994 shall be adopted by the Federation in addition to adopted IVF Rules.

 

The following applies to sanctioned championship events:

1)   GKCF-member clubs, under the direction of the GKCF, will administer a “GKCF Guam Championship Event”.

2)   Member clubs will administer a “GKCF Guam Championship Event” using the same rules that will be used in the upcoming Federation Flag Event (mainly IVF). 

3)   GKCF will provide financial support for promotion and administration of the “GKCF Guam Championship Event”. 

4)   GKCF equipment may be used for “GKCF Guam Championship Event”.

5)   “GKCF Guam Championship Events” must be held at GKCF approved venues.

6)   GKCF’s Risk Manager must approve the site and course.

7)   The host club will keep all entry fees acquired from a “GKCF Guam Championship Events”.

8)   Hosting duty for qualifying events will rotate among GKCF-member clubs (order determined by federation vote).

9)   In years dedicated to qualifying events, a member club may host their annual event but support from the GKCF as outlined here may not apply.

 

  1. Ensuring participation by athletes vying to be a member of “Team Guam”:

Each individual and/or team intending to try-out for Team Guam must participate in a percentage of qualifying events that encompass OC1 and OC6 disciplines.  Federation vote will determine the percentage of events required for qualification. 

 

A 10-year Event Schedule is provided in Attachment 2 and shows which championship event may act as a qualifier to upcoming Flag Events. A type of outrigger event may not be include in an upcoming Federation Flag Event thus required participation in that event may not be necessary (e.g. long distance events were not included in the 1999 SPG). 

 

  1. Developing and enforcing qualifying times for Team Guam selection:

Qualifying times for “Team Guam” selection will be determined by consideration of medal times from previous flag events and by best judgment of the selected Head Coach.  Qualifying times should be met by “Team Guam" during applicable qualifying events and after an acceptable period of Team Guam training.  For instance, Team Guam may use the OC6 Guam Sprints Championship in June/July as the qualifier for the TEAM).  If qualifying times are not met, participation in the upcoming Flag Event will be denied.

 

II.                 In the 10-year schedule in Attachment 2, a Flag Event may not be scheduled (e.g. during 2004) and some Flag Events may not hold outrigger-canoeing events.  In order to support the activities and growth of GKCF-member clubs during these Federation “off’ years, GKCF will sanction member clubs to host four (5) annual events in the form of annual “GKCF Guam Championship Events” in OC1 and OC6 disciplines to be held according to the standard paddling season (same championships as above; see both tables below).

                       

The following will apply to sanctioned annual “GKCF Guam Championship Events” during Federation “off” years:

1)      GKCF-member clubs will administer the GKCF Guam Championship Event. 

2)      Member clubs will administer the GKCF Guam Championship Event using IVF event rules and/or Slalom Racing Rules.  Since slalom racing is unique to Guam, support will be given by the GKCF to maintain this type of racing in the form of an annual OC6 Slalom Championship.  The Federation may adopt Slalom Rules.

3)      Financial support for promotion and administration of the GKCF Guam Championship Event will be given to the host club by the GKCF. 

4)      GKCF equipment may be used for Championship Events.

5)      The Championship Event may be held at club venues.

6)      GKCF’s Risk Manager may approve the site and course.

III.  The following requirements pertain to qualifying events and annual events held in the form of “GKCF Guam Championship Events”:

1)      All paddlers involved in qualifying events and annual events in the form of “GKCF Guam Championship Events” will be registered with the GKCF.  Registration requires that all participants be in good standing with USCKT insurance and that they sign appropriate waivers prior to involvement.  GKCF will be responsible for maintaining a list of registered paddlers.

2)      The host club will supply vessels for each sanctioned event.  In sprint events, the same type vessel will be used in all lanes/divisions/heats.  In distance events, classes of vessels will be allowed.

3)      GKCF will be responsible for maintaining an archive of course times and records, and team/individual placement to develop qualifying times.

4)      Accurately measured courses will be used.
